Harpswell Strategies, LLC was formed in 2020 to serve public and private sector clients on local economic policy, land use planning, and economic development projects.  Leveraging extensive experience in local government and a deep understanding of urban and regional economics, Harpswell Strategies, LLC provides research, analysis, and public affairs services to clients throughout New England and the Mid-Atlantic.  Our work is helping you advance local policies, plans, and projects that are equitable and sustainable while also being well-grounded in the economic and fiscal realities facing cities and regions today.

About Our Key Staff

Jacob Sesker founded Harpswell Strategies, LLC after a lengthy career in Montgomery County, MD, during which he held senior and leadership positions at the Montgomery County Planning Department, the Montgomery County Council, and the Montgomery County Economic Development Corporation.

Jacob’s background in urban and regional economics – paired with his extensive experience in planning, economic development, fiscal policy, and legislation – provide the basis for his perspective on local economic policies.  Together, those skills and experiences are a significant value to clients navigating economic policy issues associated with taxation and tax credits, development regulation, and economic development.

Current and recent projects include developer representation as consultant and lobbyist supporting a large (2+ million square feet) Transit Oriented Development project, identifying gap-financing strategies for a significant public-private infrastructure project, and research and analysis of legislation for both public and private sector clients.   These projects reflect Jacob’s interest in serving public and private sector clients, his hands-on approach to advancing his clients’ interests, and the full suite of services offered to customers based on their needs and the capabilities of their existing teams.
